Town of Turtle Real Estate and Personal Property Taxes
All payments will be collected by the Rock County Treasurer’s Office. Payments can be made by e-check through GovTech for $1.00, Debit Card payments will incur a $3.95 transaction fee, and Credit Cards are 2.29% of the transaction amount. Multiple Parcels can be applied to a single transaction. To pay online visit https://www.co.rock.wi.us/treasurer-paying-property-taxes. When paying by mail, the address is 51 S. Main St, Janesville, WI 53545. Please send a selfaddressed envelope with your payment if you want a receipt. Make check payable to Rock County Treasurer, and write the Tax ID# on the check. Or call 1- 855-912-7625 and follow the voice prompts. There is a fee for using these services. You can call the office at 608-757-5670 with questions.

Dog License Information
Dogs that are more than 5 months of age are required to be licensed (Wis. Statute 174.05). Dog licenses may be obtained at the Turtle Community Center, 6916 S County Road J, Beloit, WI 53511 on Monday, Wednesday, and Friday between the hours of 8:00 am-noon. You may also mail your application. When applying for dog license a copy of the certificate of rabies must accompany your application and payment. The fee is $5.00 for an altered dog, $10.00 for unaltered and $5.00 for a puppy. To ensure that all of the necessary information is included, please obtain the official Dog License Application. Any applications made after March 31, 2024 will be considered late and assess a late fee of $5.00.

Protect Wisconsin Waterways
In 2022, the Town of Turtle joined the Rock River Storm Water Group, a group of communities from Waupun to Beloit committed to improving the health of the Rock River and other Wisconsin waterways by reducing storm water runoff pollution. Earlier this year the Town completed the implementation of a DNR required illicit discharge detection program. The goal of the program is to identify and eliminate any inappropriate stormwater discharge. This year no illicit flows were found. In the future, this inspection program will be completed every two years as required by the DNR. An illicit discharge is any stormwater flow that includes inappropriate contaminants that should not be in stormwater runoff. Examples of illicit discharges include household chemicals, gas, oil, or any other foreign materials that might be dumped into a ditch or drainage pipe. The concern with any of these discharges is the potential hazardous impact of these materials when they reach streams, lakes, or rivers. If any resident suspects they have seen an illicit discharge, they are encouraged to report it to the Town.
What is Storm Water Runoff & Why It Matters?
Storm water runoff is rain and melting snow that flows off building rooftops, driveways, lawns, streets, parking lots, construction sites, and industrial storage yards. Storm water runoff goes directly into our waterways – but is not clean water. Storm water runoff often carries pollutants that can seriously harm our waterways and wildlife. Report Pollution Entering Storm Drains or Waterways
Anything that enters our storm drains eventually makes its way through the storm sewer system to our lakes, rivers, and streams. When debris, trash, chemicals, paint or other substances are placed in our streets, storm drains or drainage ways it is the same as dumping it straight into our waterways. During rain storms only rain should enter the storm drain. If it’s not raining, nothing should be washing down storm drains or into area waters
To prevent water pollution from threatening our waters, the town passed an illicit discharge ordinance. An illicit discharge is any discharge of a potentially polluting substance directly or through stormwater that reaches a municipal storm sewer, drainage way, wetland, waterbody or groundwater. This ordinance prohibits illicit discharges and aims to prevent and eliminate illegal discharges.
Examples of potential water pollution or illicit discharges:
- Cleaning paint containers or brushes outside
- Grease or other substances leaking from a dumpster
- Oil, chemical spills
- Concrete washout water draining from a construction site
Local municipalities are asking residents and local businesses for help reporting potential pollution to our waters. If you see something other than rain or snowmelt draining into a storm drain or into a local waterway, please report it using the form below or by calling our office .
To report spills or discharges that require immediate attention during non-business hours (4:00 p.m. - 8:00 a.m.) or weekends (Saturdays and Sundays), please contact the Wisconsin Department of Natural Resources 24-hour Emergency Hotline at 1-800-943-0003.
Everyday Actions You Can Take to Project Our Waters
- Safely dispose of household hazardous waste.
- Sweep grass clippings out of streets and sidewalks after mowing.
- Keep Streets Leaf-free before the rain.
- Minimize fertilizer and herbicide use and make sure not to apply right before a storm.

CONTROLLED BURNS
Controlled burn requests will not be approved by the Communications Center. Citizens who directly contact the Communications Center to report a controlled burn will be asked if their local fire department or town board has been notified of the burn. If the citizen advises that they have made the proper notification this information will be documented within a controlled burn incident in the Computer Aided Dispatch (CAD) system 9along with the caller’s name, address, callback number, location of burn, and burn time). If the citizen has not made the proper notification the call taker will advise the citizen that the Communications Center will log the controlled burn, but that we cannot approve the burn. The citizen will be referred to their local fire department or town board to determine the proper procedure for approving controlled burns in their area.
Controlled burns reported by personnel from other Dispatch Centers, the Department of Natural Resources, City Parks Departments or the Rock County Highway Department will be logged into the CAD system without question.

Town of Turtle Residents may drop off electronics at Waste Management during the designated E-Waste Collection Event. This would include: computers, printers, scanners, fax machines, televisions, computer monitors, laptop computers, keyboards, DVD players, VCRs and digital video players/recorders.
If you have E-Waste that needs to be disposed of outside of the above date, it can be dropped off at City of Beloit Department of Public Works, 2351 Springbrook Court, on Saturdays from 9 am-12 pm (for a fee).
